Biography

Tom McCarthy is a native of the Annapolis area and has lived in Ward 8 for four years. Tom attended Severna Park High School and Loyola College.  

After graduating in 1996, he joined a local sailmaking company – Quantum Sail Design Group – and began working in the Bay Ridge loft making sails and racing semi-professionally.  In 1999, he moved to Hilton Head, SC, and opened a franchise of Quantum.  

After five years of working and racing on the East Coast, he sold his company and moved back to Annapolis to join a local mortgage banking company.  

In 2006, he took his experience in real estate to the Maryland Department of Natural Resources to work with Program Open Space.  Tom worked for DNR for seventeen years purchasing land for outdoor recreation, negotiating conservation easements, coordinating federal land acquisition
grants, and representing the Governor on the Board of Trustees of the Maryland Environmental Trust.

In 2023, Tom took his experience at DNR into the private sector. He currently works for Resource Environmental Solutions, a mitigation banking company specializing in stream and wetlands restoration, living shorelines, forest banks, and stormwater management. At RES, Tom negotiates contracts for their mitigation projects.

Tom is also a conservationist at heart at is deeply concerned about the water quality in Annapolis’ creeks, the Severn River, and the Chesapeake Bay.  He believes that businesses and developers can and should work with the City and residents to support Smart Growth initiatives that will protect and preserve natural habitat and water quality while allowing the City to
gradually improve its infrastructure and expand.

In 2014, Tom was invited to join the Annapolis Democratic Central Committee as the alternate member for Ward 1.  Beginning in April of 2017, Tom served as Chair of the Committee and served in that role until 2021. He now represents Ward 8.
